“IEC TC10 was set up in 1924 under the name ‘Oils for Transformers’, reflecting its only application of the time. In the almost 100 years that have passed since, so many things have happened and TC10 has changed several times, and is now known as ‘Fluids for Electrotechnical Applications’. This means that in addition to insulating fluids for transformers, TC10 deals with many other things, including sulfur hexafluoride (SF6) and lubricants for turbines and other large electrical machinery.
TC10 is an important commitee within the IEC, having a horizontal function in relation to other technical committees such as TC14 (power transformers), TC17 (HV switchgear and controlgear), CT20 (electric cables), CT38 (instrument transformers) and so on. The weakest part of any electrical power transformer is the insulation, formed in the vast majority by insulating liquid, and this makes TC10 very important.
In my opinion, this importance is growing rapidly. I envisage three priority goals for standardisation in the electrical field in general and for IEC TC10 in particular. Firstly, I would like to see a wider distribution of IEC TC10 standards in countries outside Europe, especially in emerging economies. Greater harmonisation of IEC TC10 and ASTM D-27 standards is another key issue, as is more practical consideration of environmental issues in IEC TC10 standards.
With reference to the environmental dimension, IEC is taking important steps forward with the Advisory Committee on Environmental Aspects (ACEA) of which I’m a member on behalf of TC10. ACEA is considering all aspects of the protection of the natural environment against detrimental impacts from a product, group of products or electrical systems. ACEA activities also focus on current issues covered by different legislations that relate to eco-design and environmental and human protection.”

“In today’s world the question of the environmental friendliness of mineral oils is often raised. It can only be answered by considering the total life cycle of an insulating liquid, not only its source. This is one of the major tasks of IEC TC 10, where the revision of IEC 60296 means that a new milestone has been reached.
The main focus of the revision is to describe mineral oils in the delivery state. The purpose is to set up a standard based on the performance of mineral insulating oil, not on the origin. This is achieved by distinguishing between good and bad mineral insulating oils, and protecting users by providing adequate testing parameters.
IEC 60296 is one of the oldest and most highly developed specifications of insulating liquids. The development of the oil market and environmental concerns require greater knowledge among users and more possibilities to guarantee the right quality, as well as the constitutional continuity of a certain brand.
The new standard will include oil type classification on performance. The standard must also fulfil the duty of care, health and safety for the supply of an insulating liquid to make sure that the oil is safe and not carcinogenic. This may require the adoption of new testing methods.
The current Cigre Working Group D1.70 ‘Functional properties of modern insulating liquids for transformers and similar equipment’ will help the maintenance team (MT 38) charged with the revision, as it provides deep insight into problems such as stray gassing of insulating liquids or polyaromatic hydrocarbon (PAH) determination.
The revision of IEC 60296 is certainly not a simple task, but it is a big chance for users to rely on better quality and for the better product to win.”

“I am a firm believer in ‘putting yourself in the shoes of customers.’ It makes sense to focus on the end-users of insulating oils, although their interests need to be balanced against those of the transformer manufacturers. This particular customer focus is perhaps not so surprising considering that I was a Nynas customer before I started working at the company.
Prior to joining the team in the Electrical Industry division of Nynas Technical Development and Marketing Support in August 2015, I worked for the South African electricity company Eskom, which generates around 95 percent of the country’s electricity and 45 percent of all electricity used in the whole of Africa.
The customers’ viewpoint is very important. We should always engage with our customers, translating the work we do here at Nynas into practical advice that is meaningful and applicable to their everyday problems.
For example, we need to bear in mind that oxidation issues also relate to how the oil products are exposed to air whilst being handled, and that this has practical implications for different handling options, logistic strategies, and so on."
